This cause came before this Court on appeal from the Order of the Bankruptcy Court dated February 9, 2001, (the “Order of Dismissal”) which dismissed this Chapter 7 bankruptcy case pursuant to 11 U.S.C. § 707(a). The Court has before it the brief of the Appellant, Paul Bilzerian (“Appellant”), the debtor below, and the joint brief of the Appellees, the Securities & Exchange Commission (“SEC”) and Deborah R.
