Veteran Daniel R. Smith appeals from a decision of the Court of Appeals for Veterans Claims. That court affirmed the decision of the Board of Veteran’s Appeals (“BVA”) denying Mr. Smith’s claim of clear and unmistakable error in an earlier decision on his claim for a service connection for vision problems. Smith v. West, No. 97-2013, 1998 WL 778284, at *4 (Vet.App. Oct.23, 1998).
