¶1 — Under the Land Use Petition Act (LUPA), chapter 36.70C RCW, a petition challenging a land use decision must be filed within 21 days of the issuance of the land use decision. Furthermore, a party may not collaterally challenge a land use decision for which the appeal period has passed through a challenge to a subsequent land use decision.
