In order to avoid a misunderstanding, and as a preface, it is stated that the writer believes that the intention of our legislature in attempting to protect *651the industries of our commonwealth is highly commendable. That there is a crying need for such legislation may be admitted. The inquiry here is: Where does the power to enact laws designed for such a beneficent purpose reside?
1. The courts will not declare a statute invalid unless its conflict with the Constitution is plain. Any reasonable doubt will be resolved in favor of a legislative enactment, and the act sustained: Cooley, Const.…
