MEMORANDUM OPINION AND ORDER

I. INTRODUCTION
This matter is before me for resolution of plaintiffs’ Motion for Attorney’s Fees. Plaintiffs, five registered D.C. voters and a committee of such voters, filed this lawsuit on October 30, 1998, seeking to have the election results from Ballot Initiative 59 on medical marijuana announced and certified by the D.C. Board of Elections and Ethics (“the Board”). The Board had refused to release the results of Initiative 59 for fear such action would violate the Barr Amendment, an enactment which denies funding to…
