HEANEY, Circuit Judge.
Ahmad Ahmadshah, a 42-year-old citizen of Afghanistan, entered the United States in 1996 as a non-immigrant fiance’. In 2000, the government began removal proceedings against Ahmadshah. He conceded removability, but sought asylum, withholding of removal, and relief under the Convention Against Torture. An immigration judge (IJ) denied the application and the Board of Immigration Appeals (BIA) affirmed. Ahmadshah appeals.
