Connecticut Light and Power Company (“Connecticut Light” or “Company”) challenges a decision by the Nuclear Regulatory Commission (“NRC” or “Commission”) to adopt a stringent fire protection program for nuclear power plants in service before January 1, 1979, 10 C.F.R. § 50.48, App. A, App. R (1980).
