WALTERS, Justice.

This is an appeal by Sacred Heart Medical Center (“SHMC”) in a medical indigency case. The Boundary County Board of County Commissioners advised SHMC that it did not have the jurisdiction to hear and approve a medical indigency application filed by SHMC. The district court on review remanded the case to the commissioners for a hearing on the merits.
