COFFIN, Circuit Judge.

This petition for review of a Securities and Exchange Commission order is before us for a second time, on remand from the Supreme Court. The petitioner, New England Electric System (NEES), is a registered holding company controlling fourteen electric utility and eight gas utility companies in the New England states. In August 1957 the Commission instituted proceedings to determine whether NEES was entitled to retain that control under the standards of section 11(b) (1) of the Public Utility Holding Company Act of 1935, 15 U.S.C. § 79k(b) (1).
