Plaintiff Thomas Warner, proceeding pro se, sues the Village of Goshen Police Department, Officer Daniel Henderson, and Officer Basil Romondorea pursuant to 42 U.S.C. § 1983 (“Section 1983”) for violation of his constitutional rights under the Fourth and Fourteenth amendments of the United States Constitution.
