In 1993, appellee Medicaid recipients brought suit against the District of Columbia (“the District”) alleging various violations of Title XIX of the Social Security Act (“SSA”), 79 Stat. 343, as amended, 42 U.S.C. § 1396 et seq. (2000 ed. and Supp. Ill), and its accompanying regulations. In October 1996, the District Court held that the District was liable under 42 U.S.C. § 1983 for violating federal Medicaid requirements.
