OPINION
MARSH, District Judge.
Plaintiff, Snohomish PUD, filed this action seeking declaratory relief in a contract dispute between defendants Paeificorp, et al. and the Washington Public Power Supply System (“Supply System”). In addition, plaintiff filed motions to intervene and consolidate the present action with Pacificorp, et al. v. Washington Public Power Supply System, Civ. No. 89-1282-MA (filed Nov. 22, 1989).
