City of Barre, owner of a reservoir property in the Town of Orange, appealed its 1971 tax valuation to the Orange board of civil authority, and then to the commissioner of taxes under 32 V.S.A. § 4461. The board of appraisers appointed by him, after hearing, substantially reduced the valuation in question, and Town of Orange filed a petition for extraordinary relief in the Washington Superior Court.
