Before the Court is Stephen Wesley Hatfield’s Petition for Writ of Habeas Corpus pursuant to 28 U.S.C. § 2254 (ECF No. 1), Respondent’s Motions for Summary Judgment (ECF Nos. 7 and 19), and Petitioner’s Cross-Motion for Summary Judgment (ECF No. 28).
