Plaintiff, a black resident of St. Louis, Missouri, brought this civil action charging racial discrimination in refusing to rent an apartment to him because of his race, in violation of the Civil Rights Act of 1866, 42 U.S.C. § 1982, 1 and the Civil Rights Act of 1968, 42 U.S.C. § 3604. 2 Jurisdiction is asserted under 28 U.S.C. §§ 1343(4) and 2201, 3 as well as under 42 U.S.C. § 3612. 4 In addition to injunctive relief, plaintiff sought compensatory and punitive damages, and reasonable attorney’s fees and costs.
