MEMORANDUM OPINION
ROBINSON, District Judge.
I. INTRODUCTION
Plaintiff Charles P. Jones (“plaintiff’), a former inmate at the James T. Vaughn Correctional Center, formerly known as the Delaware Correctional Center (“DCC”), Smyrna, Delaware, filed this civil rights complaint as a pro se inmate pursuant to 42 U.S.C. § 1983 on February 27, 2006.
