The statutes of this State provide for the creation of the State Textbook Commission, a board composed of the G-ovemor, the State Superintendent of Public Instruction, and seven other citizens, with authority to select and adopt a uniform series of books for use in the public schools of the State, and to enter into contracts with publishers for furnishing the books at agreed prices for a period of six years.
