This is an application for mandamus to compel the Board of Regents to execute a contract with petitioner for the general construction of a laboratory-classroom building at Northern State Teachers Oollege to replace one that burned in 1961. The trial court denied the application February 6, 1962. Because an early determination of the proceeding was desirable in view of of the educational and public interest involved, the court heard arguments shortly after the appeal was filed; We affirm.
