PHELPS, Chief Justice.
This is an appeal from a judgment of the Pima County Superior Court declaring void a cooperative contract between the county of Pima and the board of trustees of School District No. 1 of Pima County.
The contract involved in this case provides for the construction of swimming pools and other facilities on property owned hy the school district. Said property is to be leased by the District to the County for a period of 20 years. Under the terms of -the contract the County is to bear the entire ■cost of construction of two swimming pools in different areas in the District.…
