This case is before the Court on Plaintiffs Verified Complaint for Declaratory Judgment and Injunctive Relief and Motion for Preliminary Injunction (Doc. No. 1, filed June 14; 2000). Plaintiffs have complied with the procedural requirements of Rules 4.05(b) and 4.06, M.D.Fla.Loc.R. The Defendant has filed an opposition to the complaint and motion (Doc. No. 10, filed 6/21/00).
