This is a suit for injunctive and declaratory relief. The Catholic University of America (“the University”) asks that we enjoin the Armed Forces Retirement Home (“AFRH” or “the Home”) from proceeding with a solicitation seeking proposals for the development, lease, and possible future sale of a 49-aere tract of undeveloped federal land located adjacent to the University’s campus in Washington, D.C.
