ALVIN B. RUBIN, Circuit Judge:
The issue is whether employees of a state that receives federal funds under the Education for All Handicapped Children Act of 1975, 20 U.S.C. §§ 1400-1420 (1976 & Supp. V 1981) (the Act), may refuse, in formulating individual educational programs (IEPs) for children within their school system, to consider the possible necessity for programs extending beyond 180 days per year. Reversing the district court, we hold that such a policy violates the Act’s mandate that an individual educational program be designed to meet the personal needs of each handicapped child.…
