Petitioner, Total Teleeable, Inc. (Total) seeks review of a decision of the Federal Communications Commission. 1 It owns and operates a community antenna television (CATV) system serving Anacortes, Bellingham, Burlington, Mount Vernon, and Sedro Woolley, Washington.
