Before this Court is the appeal of Delchester Developers, L.P. (Delchester) of the December 30, 2015 order of the Court of Common Pleas of Chester County (Trial Court) affirming the July 15, 2015 denial by the London Grove Township Board of Supervisors (BOS) of Delches-ter’s preliminary subdivision and land development plan application (Plan).
