In these two .cases, which have been argued and considered together but have not been formally consolidated under Federal Civil Rule 42(a), plaintiffs challenge the constitutionality of certain pro visions of 5B Md.Ann.Code art. 63, §§ 41-45 (1972 Replacement Vol. & 1973 Supp.), which authorize the assertion of a mechanics’ lien upon a motor vehicle and the sale of such motor vehicle by the lien holder.
