Charles Talley brought suit in the federal district court alleging that the Chicago Housing Authority (“CHA”) denied his housing application in violation of the Fair Housing Act, 42 U.S.C. § 3601 et seq.; Section 504 of the Rehabilitation Act, 29 U.S.C. § 794; 42 U.S.C. §§ 1981, 1982, 1983, 1985, 1986, and 1988; and the Fifth and Fourteenth Amendments.
