OPINION

FAY, Chief Justice.

This is a petition for certiorari wherein William E. Fitch, Jr. (Fitch), seeks review of a District Court judgment affirming an order of the Registry of Motor Vehicles that suspended his driver’s license. We affirm.

On July 3, 1983, the Newport police charged Fitch with the offense of operating an automobile while under the influence. Before a District Court judge on September 21, 1983, Fitch pleaded nolo contendere to the amended charge of reckless driving.
