Plaintiffs, Melvin Kindle, Bradley Silve-ria, and Diedra Handy,1 appeal from the district court’s order granting summary judgment in favor of Defendants, City of Jeffersontown, Clay Foreman, and Jeffer-sontown Civil Service Commission, in this action alleging that the City violated Plaintiffs’ rights under the Kentucky Whistle-blower Act, Ky.Rev.Stat. §§ 61.101-103, and that the City and the Mayor violated Plaintiffs’ rights under the First Amendment pursuant to 42 U.S.C. § 1983.
