LAVORATO, Justice.

The juvenile court ordered the immediate placement of two juveniles in group foster care. The Iowa Department of Human Services (department) appeals from that decision on two grounds. First, the department contends the juvenile court improperly allowed testimony from a department official regarding budgeting decisions within the discretion of the department, the governor, and the legislature.
