This is an action in the nature of mandamus. The parties appear in this court in the same order as in the trial court. We hereinafter refer to them as petitioners and respondents.

Petitioners were, on January 6, 1947, the owners of real estate commonly known as 1011 Pennsylvania street in Denver, and on that date applied to the respondent Lyle D. Webber, at that time Chief Building Inspector for the City and County of Denver, for a *422permit to remodel the building on the premises in order that the same might be converted into a “small real estate office.” The respondent building inspector denied…
