MEMORANDUM OPINION SIMPSON, District Judge.

This matter is before the court on motion of the plaintiffs, CAM I, Inc., and Blue Sky Video, Inc., (collectively referred to as “CAM I”) for an order restraining and enjoining Louisville/Jefferson County Metro Government (“Metro Government”), successor to the Jefferson County Fiscal Court, from enforcing the provisions of Jefferson County Ordinance Chapter 111, which regulates adult entertainment establishments.
