This appeal involves tbe judicial review of a decision of the Board of Fire and Police Commissioners of tbe City of East St. Louis dismissing plaintiff from tbe Police Department of said City.

Under tbe provisions of Chapter 24, Sec. 14 — 11, Hlinois Revised Statutes, written charges were preferred by tbe Chief of Police of East St. Louis against tbe plaintiff alleging conduct unbecoming an officer and conduct detrimental to tbe morale and welfare of tbe police department.
