Pending before this Court is a Motion to Dismiss and memorandum in support, filed by the United States of America, 1 Docket entries No. 20 and 21. The United States specifically moves the Court to dismiss the present case due to: (a) lack of jurisdiction; (b) lack of personal jurisdiction, and (c) the Amended Complaint fails to state a claim upon which relief can be granted.
