This matter comes before the Court on the Virginian-Pilot Media Companies, L.L.C.’s (“Plaintiff’) Verified Petition for Mandamus, filed on April 23, 2010, pursuant to Virginia Code § 2.2-3713. (See Pet. 1.) On March 18, 2010, Steven G.
