In 1989, the defendant, Ronald Mitchell, was charged by complaint with one count of attempted murder (111. Rev. Stat. 1989, ch. 38, pars. 8 — 4(a), 9 — 1(a)(1)) and two counts of armed violence (111. Rev. Stat. 1989, ch. 38, par. 33A — 2). In 2003, he was arrested and indicted on these charges. The defendant moved to dismiss the charges, asserting that the State had violated his constitutional right to a speedy trial (U.S. Const., amend VI; Ill. Const. 1970, art. I, § 8).
