After a hearing before a Committee on Professional Conduct of the State Board for Professional Medical Conduct (hereinafter the Committee), petitioner, a physician, was found guilty of charges of professional misconduct and he appealed the determination to the recently created Administrative Review Board for Professional Medical Conduct (see, Public Health Law § 230-c, added by L 1991, ch 606, § 16).
