MEMORANDUM OPINION
SULLIVAN, District Judge.
Plaintiff, the DynaLantic Corporation (“DynaLantic”), brings this suit against the United States Department of Defense (“DoD”), the United States Department of the Navy (“the Navy”), and the United States Small Business Administration (“SBA”) in order to challenge DoD’s utilization of the SBA’s Section 8(a) Business Development Program in the awarding of contracts.
