This matter is before the court as a result of the appellant’s filing of an appeal from denial of restoration of operating privileges/denial of restoration of driver’s license. A hearing on this matter was held on July 14, 2005, at which time arguments of counsel were heard. Both parties have subsequently filed briefs, which the court has thoroughly reviewed.
