Stanley E. Kornafel appeals an order of the Pennsylvania Public Utility Commission, affirming an order of Administrative Law Judge (ALJ) Morris Mindlin and dismissing Kornafel’s formal complaint against Bell Telephone Company of Pennsylvania. We affirm.

On January 26, 1987, Kornafel, a business customer of Bell, filed a formal complaint with the commission challenging the tariff-embodied late payment charges of Bell whereby Bell charges 1.25% on the unpaid balance that is carried forward to the next month’s bill.
