This pre-award bid protest involves a dispute over the provision for ferry services to the historic Alcatraz Island near San Francisco, California. Blue & Gold Fleet, LP (“plaintiff”), the incumbent contractor, and defendant-intervenor Hornblower Yachts, Inc.
