Plaintiff Michigan Bell Telephone Company, d/b/a Ameritech Michigan, Inc. [hereinafter Ameritech], filed this action pursuant to the Federal Telecommunications Act of 1996. Plaintiff seeks declaratory and injunctive relief to prevent enforcement of an Order issued by the Defendant Commissioners of the Michigan Public Service Commission (MPSC) interpreting interconnection agreements between itself and the Defendant competing local telecommunications carriers.
