United Transportation Union (“UTU”) filed a complaint for declaratory and in-junctive relief with this Court on October 25,1985. The complaint sought review and the setting aside of an arbitration award (“the Award”) issued on September 25, 1985, in favor of the defendants, Norfolk and Western Railway Company (“N & W”), Southern Railway Company (“Southern”) and Interstate Railroad Company (“Interstate”).
