OPINION AND ORDER

MARBLEY,-District Judge.

INTRODUCTION

This matter comes before the Court on Defendants’ Motions for Summary Judgment. Plaintiff filed- this action against Defendants seeking damages, injunctive, declaratory and mandamus relief for breach of contract. The Court has jurisdiction over this matter pursuant to 28 U.S.C. § 1332. *832For the reasons set forth below, Defendants’ Motions for Summary 'Judgment are GRANTED.
