MEMORANDUM OPINION AND ORDER
CONBOY, District Judge:
Plaintiffs brought the instant action for a declaratory judgment, pursuant to 28 U.S.C. section 2201 (1982), that the defendant is obligated to defend and indemnify plaintiffs under comprehensive general liability (“CGL”) insurance policies issued by defendant to plaintiffs, 1 covering the period 1975-1984. See Complaint para. 6. Plaintiff Avondale currently is a defendant in at least fourteen private damage actions in Louisiana stemming from third parties’ allegedly tortious operation of a hazardous or toxic waste disposal or storage site…
