BIRCH, Circuit Judge:
This case construes the Federal Arbitration Act, 9 U.S.C. §§ 1-15 (1988) (“Act”). Relying upon the Act, Appellant Robinson-Humphrey Company, Inc. (“Robinson-Humphrey” or “company”), moved to compel the arbitration of Brenda Susan Chas-tain’s securities claims against the company. The United States District Court for the Middle District of Georgia denied Robinson-Humphrey’s motion for immediate arbitration, implicitly ruling that the Act proscribed compelling arbitration unless the district court first determined that Chastain was contractually obligated to submit to…
