The uncontradicted forecast of evidence before the judge was as follows: Lisk is a contract carrier holding a certificate from the North Carolina Utilities Commission which permits it to, among other things, transport concrete pipe for Carolina Concrete Pipe Company, hereinafter (Carolina).
