KAVANAUGH, Circuit Judge:

This is a Fourth Amendment exclusionary rule case. Bullock was driving a car in Washington, D.C., and made an illegal turn. Metropolitan Police Department Officer Jackson stopped Bullock for the traffic violation. Bullock did not have registration; he also could not identify the car’s owner, giving Officer Jackson just a first name for the alleged owner.
