The Pennsylvania Department of Transportation (PennDOT) originated this litigation by filing a com*217plaint in trespass and assumpsit against Bethlehem Steel Corporation (Bethlehem) and Sanders and Thomas, Inc. (Sanders) in connection with the buckling of a structural steel member of a bridge improvement built for PennDOT in the City of Bethlehem (City).
