Appellant Felicia Byars filed suit against the City of Austin, former City Manager Camille Barnett, and Byars’s former supervisor, Overlin Rodriguez (collectively, “appel-lees”), alleging breach of her employment contract, violation of her substantive and procedural due process rights, and reverse racial discrimination. Appellees moved for summary judgment, claiming that Byars had no constitutionally protected interest in her employment and, therefore, no procedural due process rights with respect to her termination.
