GAMMAGE, Justice.

Respondents’ motion for rehearing is overruled. This court’s opinions of December 31, 1990, are withdrawn and the opinions following are substituted in their place.

The issue in this case is whether police officers are insulated from liability for their decision to engage in a high-speed chase when the pursued vehicle collides with a third party, no matter how much danger the chase poses to others using the highway.
